April 15 City Council Meeting: Key Topics and Ways To Engage

Council to consider Willie Stargell Safety and Transit Project, deferring rent repayment for Michaan’s Auctions, and property management contract

On April 15, City Council will consider design concepts for the Willie Stargell Avenue Complete Street Corridor Project, consisting of safety and transit improvements between Main Street and Mariner Square Loop. The Council will also consider extending the repayment period for deferred rent owed by Michaan’s Auctions and contracting with Lincoln Property Company to manage city properties. Below is a summary of what will be discussed on the Regular Agenda and how to participate.

Willie Stargell Avenue Safety and Transit Improvement

The Willie Stargell Avenue Complete Street Corridor project aims to enhance safety and mobility along Willie Stargell Avenue between Main Street and Mariner Square Loop and support walking, biking, and transit while reducing traffic speeds and improving safety.

Project A: Safety Improvements

These will include:



  • Separated pedestrian and bicycle paths.
  • Traffic calming through narrowed lanes and center medians.
  • Safer crossings: bulbouts, flashing beacons, high-visibility striping.
  • Separated westbound bike lane to connect with future Webster Tube path.

Project B: Transit Improvements

These will include:

  • New bus stops for AC Transit’s Line 19 with amenities.
  • Two new roundabouts (Fifth Street and Mariner Square Loop) to improve traffic flow and safety.

The project will be phased as follows:

  • Phase 1 (2027–2028): Safety improvements, bus stops, and quick-build Fifth Street roundabout
  • Phase 2 (Post-2029): Full Fifth Street roundabout and second roundabout at Mariner Square Loop—pending funding.

Phase 1 is anticipated to cost $11.4 million. To date, $5.87 million in grants have been secured for Project A, and $4 million in grants is pending for Project B. The project must secure $1.54 million through City funds or additional grants.

Staff is seeking Council approval of the design concept and a resolution of support for Metropolitan Transportation Commission grant funding.

Extending deferred rent repayment period for Michaan’s Auctions

City Council will consider authorizing a fourth lease amendment to extend Michaan’s Auctions’ repayment period for $77,739.73 in deferred rent for the historic hangar at 2701 Monarch Street. The amendment will provide an additional 11 months to repay their 2020 COVID-19 Rent Relief Program balance.

Michaan’s Auctions, a venue for antiques and fine art that hosts the popular Alameda Antiques Fair, is a longstanding, culturally significant tenant activating Alameda Point. They have repaid over $170,000 of their original deferred rent balance ($247,833) and remain in good standing on all lease obligations. Staff says this extension will avoid hardship while ensuring full repayment without interest or penalties.

Contracting Lincoln Property Company for property management

Council will consider authorizing a new agreement with Lincoln Property Company (LPC) for property management services. The total pre-commission cost will be $14.44 million over six years. The contractor can earn commissions of 5% of revenues from successful short-term licensing programs (e.g., events and pop-ups).

LPC was selected competitively and scored the highest regarding pricing and staffing. It has also demonstrated strong tenant service and maintenance coordination. They manage over 4 million square feet of City property and over 1,500 acres of land at Alameda Point. Their cost is fully offset by facility leasing and licensing revenues, which brings in approximately $16 million annually. Staff analysis revealed that switching to in-house property management services would result in a higher cost and a loss of leasing revenue during setup. Staff recommends authorizing the lease with LPC.

Members of the public may participate in person or on Zoom, and may comment on the Non-Agenda, Consent Calendar, and Regular Agenda portions of the Meeting Agenda (link downloads document).

The Non-Agenda portion of the meeting provides a chance to address the Council regarding any matter not on the agenda over which the Council has jurisdiction. The Consent Calendar is intended for routine items approved by a single motion. The Regular Agenda is the central portion of the meeting, where each issue receives a presentation and time for Council discussion and public comment.
