Learn About the Oakland Alameda Access Project at Upcoming Open Houses

The Alameda County Transportation Commission (Alameda CTC) will host four informational open houses in April and a virtual presentation in May to give the public a chance to learn about the Oakland Alameda Access Project (OAAP).

The project, which is anticipated to begin construction in early fall 2025 and last approximately 3.5 years, is intended to improve travel and connectivity between I-880, I-980, and the Posey and Webster Street Tubes through major infrastructure changes that will impact freeway access and multimodal circulation on local Oakland streets. The cornerstone of the project will be a new horseshoe-shaped freeway ramp that will take drivers directly from the exit of the Posey Tube onto northbound I-880.

At a monthly stakeholder meeting in early April 2025, Remy Goldsmith, Alameda CTC Assistant Director of Policy and Government Affairs, provided the latest updates on project schedule and scope. Business owners, public officials, and community members attended the virtual meeting.

According to Goldsmith, project construction will require daytime continuous one-lane closures and occasional overnight full closures of the Webster Tube for the first six months of the project. For 12 months after the Webster Tube improvement construction is completed, there will be daytime continuous one-lane closures and occasional overnight full closures of the Posey Tube. (The duration of the Posey Tube one-lane closures was previously anticipated to last 18 months.)

There will also be occasional 55-hour weekend full closures of the tubes—which will be scheduled and publicized well in advance—to allow for major freeway ramp demolition and work in Oakland. A detailed construction and closure schedule is forthcoming.

Several business owners at the meeting expressed concerns about the project construction schedule and its overlap with the holiday season, when businesses typically receive the most visitors. Others inquired about the possibility of creatively structuring the construction contract to ensure the project does not run over schedule.

  • Open House #3: Tuesday, April 29, 4:30-6 p.m., Oakland Asian Cultural Center, 388 Ninth Street, Suite 290, Oakland.
  • Open House #4: Wednesday, April 30, 5-6:30 p.m. College of Alameda Student Lounge, 555 Ralph Appezzato Memorial Parkway, Alameda.
  • Virtual Presentation: Wednesday, May 14, 5-6:30 p.m., via Zoom, register online.
