Apply Now for 2025 Below Market Rate Homeownership Waitlists

Rise Housing is now accepting pre-applications for three Below Market Rate (BMR) homeownership waitlist lotteries—Very Low-Income (50% of Area Median Income, or AMI), Low-Income (80% AMI), and Moderate-Income (120% AMI) households. Rise Housing manages the waitlists on behalf of the City of Alameda.

No homes are available for purchase at this time, according to Rise; the waitlist will be used to select potentially eligible households for new homes that do become available to buy in 2025-2026 within the City of Alameda.

Household income limits

Income limits shown in this chart are annual gross income (before taxes are taken out) for the entire household. Gross household income is the total of all income for every adult, 18 years or older. Sources of income include all wages or salaries, overtime, bonuses, pensions, and any other sources of income. Maximum income limits effective April 23, 2025:

Deadline to apply

The deadline to submit pre-applications is June 9, 2025. The initial lottery will take place on June 12, 2025.

Eligible pre-applications received by June 9, 2025, will be accepted, and included in the lottery list ranking. Eligible applications received after June 9, 2025, will be accepted, and will be placed at the end of the household’s respective income and preference category’s ranked lottery list.

Important note: If you applied for the previous 2024 BMR waitlist, you must reapply for the 2025 BMR waitlist if you wish to be considered for any BMR homes that become available and utilize the City’s waitlists for buyer selection. Your 2024 waitlist lottery position will not be retained and you will be reranked during the 2025 waitlist lottery held on June 12, 2025.
