As Stage 1 of construction begins on December 30 on the Clement Avenue/Tilden Way Improvement Project, there will be a permanent right-lane closure expected on Tilden Way (Westbound, from Miller-Sweeney Bridge to Broadway). There will no longer be a partial lane closure, but there will be at least one lane open in all directions during this stage.

About the project
The Clement Avenue/Tilden Way project is designed to improve safety for all street users and reduce vehicle delays on and off the island. It includes a roadway reconfiguration with the construction of a roundabout at Tilden Way/Blanding Avenue/Fernside Boulevard, safety improvements at the intersection of Tilden Way/Broadway, and an extension of Clement Avenue from Broadway to Tilden Way.
The project also proposes to improve pedestrian and bicycle facilities, improve bus stops, resurface the pavement, and create an open space dog park and other landscaping.
Construction work is planned to take place in five stages and involve various road closures with detours both for vehicular and pedestrian traffic. Work includes, but is not limited to, demolition of existing roadway, installation of new utilities and roadway, and new pavement delineation and landscaping. The Bridgeside Shopping Center will remain open throughout the duration of construction, although expect detours to gain access to the center.
This project is funded by Measure BB, Alameda County’s transportation sales tax, Measure RR (Safe Routes to BART), Transportation Development Impacts Fees (DIF), Construction Impact Fees (CIF), Highway Users Tax Account (HUTA Gas Tax), and the General Fund (Dog Park Construction).


Current construction: Stage 1
Stage 1 construction involves temporarily closing the right shoulder of Broadway between Tilden Way and Clement Avenue. Street parking and driveway access within the work area will be affected. “No Parking” signs will be posted 72 hours in advance of any work.
This stage will focus on constructing the extension of Clement Avenue from Broadway to Tilden Way. This stage will also focus on constructing half of the pedestrian/bicycle path from the Bridgeside Shopping Center along Tilden Way. Temporary walkways will be placed giving pedestrians and bicyclists a travel path from the extended Clement Avenue to the shopping center.
Nearby residents and businesses will receive more information directly as construction progresses. Stage 1 is expected to last through February 2026, subject to weather and other unforeseen circumstances, and followed by stages 2 through 5.

How to use roundabouts
When driving: Approach slowly and use caution. Yield to people walking and biking in crossing walks when you enter and exit the roundabout. Yield to drivers in the circle before entering. Drive with the flow of traffic counterclockwise around the center island.
When walking: Use marked crosswalks. You have the right of way, but always stop, look, and listen before crossing. Do not cross to the center of the roundabout.
When biking: Go slow and yield to pedestrians. Be aware that some pedestrians may be unable to see or hear you and may not be able to move quickly out of your path of travel. Before crossing the street, look and check that drivers see and yield to you. It is best to follow designated bike lanes/routes for increased safety, but you may also choose to ride through the roundabout with vehicle traffic, in which case follow the instructions under “When Driving” above.
