Harbor Bay and Seaplane improvements underway
Construction on accessibility improvements at the Harbor Bay Ferry Terminal parking lot began on Saturday, July 26. Enhanced security and paid parking is set to begin at Harbor Bay this fall, with Seaplane Lagoon to follow in fall or winter.
[1]Harbor Bay Parking Lot Accessibility Improvements
Construction of accessibility improvements for people with disabilities at the Harbor Bay Ferry Terminal parking lot began on Saturday, July 26. The project will relocate accessible parking spaces closer to the ferry terminal building and add a van-accessible space.
To accommodate construction, approximately 25 parking spaces are expected to be closed Thursday, July 31, and Friday, August 1. During those weekday closures, the City will temporarily lift both time-limit and street-sweeping restrictions on Adelphian Way from Mecartney Road to Sweet Way. All other parking restrictions will still apply.
Work will include removal and replacement of concrete, asphalt pavement, signs, and striping. Users can also expect some pathway closures with detours, and a minor increase in noise. The estimated completion date is August 23.

Enhanced Security, Paid Parking at Harbor Bay and Seaplane Lagoon
The City is continuing to work towards launching improved security and paid parking at ferry terminals [4]. In May 2025, a new security guard started working at Harbor Bay ferry terminal. Pay stations were installed, but were not activated at that time. The City plans to activate the pay stations and bring paid parking to Harbor Bay this fall, after construction is complete. Paid parking at Seaplane Lagoon is scheduled to follow in fall or winter, along with enhanced security.
In addition to offsetting security costs, paid parking aims to open up parking spaces for people taking later ferries and to encourage people to bike, walk, or ride the bus to the ferry when possible. The Harbor Bay and Seaplane Lagoon ferry terminal parking lots are now frequently 100% full or overflowing, which shows the need for parking management.
Paid parking is planned for Tuesdays, Wednesdays, and Thursdays only, the busiest days. The rate will be $3 per day, with options to pay via app, text, or pay station. More information will be available closer to launch.

AC Transit Line 21 to be renamed, will still serve Harbor Bay
AC Transit will implement its new bus service network, Realign [6], starting August 10, with several changes to Alameda service [7]. Line 21 will be renamed/replaced by Line 31 [8], which will continue to serve the Harbor Bay Ferry Terminal. Ride for free with a Clipper transfer to the ferry.
