If you’ve been hoping for a safer, cleaner, and more user-friendly downtown parking garage, your wishes are about to come true. The City of Alameda is launching a major renovation project at the Civic Center Parking Structure at Oak Street and Central Avenue.
[1]The renovation and modernization effort is designed to significantly improve safety, accessibility, and overall usability for the community, while addressing long-standing maintenance needs. Work is scheduled to begin this month (November).
Key improvements & benefits
“The multi-phase renovation will transform the facility with a focus on modern technology, security, and compliance,” the City stated in a press release.
Planned upgrades include:
- Enhanced security and access control. Installation of new pedestrian and vehicle gates, access control doors, and decorative paneling for secure off-hours closure.
- Smart parking technology. A new parking guidance system with real-time occupancy data will help drivers find spaces quickly.
- Energy-efficient lighting. Upgrades to modern LED lighting will create a brighter, safer environment while reducing energy costs.
- Accessibility (ADA) compliance. Critical improvements will include warning strips, contrast markings, updated parking stalls, and preparation for improved Electric Vehicle (EV) charging accessibility.
- Aesthetic and structural maintenance. Interior painting will include durable anti-graffiti coatings. Repairs will be made to the neon Civic Center marquee.
Construction timeline and public impact
The project is anticipated to be completed in March 2026. The parking garage will remain open throughout the entire construction period. Drivers should be prepared for intermittent impacts and follow all posted detours and on-site signage. During construction, permit holders are temporarily authorized to park anywhere in the facility without risk of receiving a citation.
The basic schedule is planned as follows, according to the City of Alameda Civic Center Parking Structure [2] webpage. The City will provide regular updates on the project’s progress on the webpage.
Late November – early December 2025 | Project start & preparations.
- The contractor will begin mobilizing equipment and setting up the construction area.
- Initial work includes submittals, site preparation, and demolition of select concrete and miscellaneous materials.
Minimal public impact is expected during this phase.
December 2025 – January 2026 | Interior improvements.
A major portion of the work involves interior painting and upgrades.
- December: Painting work begins on the upper floors (third, fourth, and fifth).
- Late December to mid-January: Painting continues on the lower floors (ground through second).
- Mid-January: Work begins on the first floor and CVS-front area.
No exterior disruptions are expected. Building access will remain open, but subject to temporary floor closures.
January – February 2026 | Exterior work on Oak Street & CVS area.
- Installation of detectable warning strips and striping in key pedestrian areas.
- Pedestrian gate work in late December and again in February.
- Exterior improvements along Oak Street and the CVS side beginning in February.
- Vehicle roll-up door installation in late February.
Temporary sidewalk detours and narrowed pedestrian walkways may occur. Clear signage will be provided.
Late January – March 2026 | Fencing, gates, and security improvements.
- Construction of new fencing on the CVS side and Oak Street side begins late January.
- Installation of the 5th-floor gate and fencing in February.
Some exterior work areas will be cordoned off; no long-term closures expected.
Late February – Mid-March 2026 | Electrical and lighting upgrades.
- New first-floor electrical panel installation.
- Electrical work continues from the second to the fifth floor.
- Installation of new lighting poles and fixtures in early March.
Short, localized power shutdowns may occur inside the building but will be communicated in advance.
Mid-March 2026 | Project completion & demobilization.
- Final tasks include striping, site cleanup, and removal of all construction equipment.
- The project is scheduled to be fully completed by March 18, 2026.
