Review of LGBTQ Action Plan and U.S. Navy lease amendment
On September 16, City Council will hold a workshop to review and provide input on the Alameda LGBTQ Action Plan and consider a third amendment to the lease with the United States Navy for office space in City Hall West at Alameda Point.
Below is a summary of issues and how to participate.
[1]LGBTQ Action Plan
The City’s draft LGBTQ Action Plan [2] (link downloads document) is the result of a May 2025 referral from Councilmember Tony Daysog. Staff worked with all City departments, boards, and commissions to draft the plan. Its goal is to ensure Alameda remains welcoming and supportive of LGBTQ residents.
The Plan includes an extensive list of existing City partnerships, programs, services and actions that the City is already taking. Highlights include the City’s partnership with Alameda Pride such as providing the QTAC [3] (Queer Teen Alameda Center) and Pride in the Park [4] policy updates with gender-neutral language, LGBTQ-themed books and Pride events in the libraries, Pride Month recognition, explicit support for LGBTQ+ rights in the legislative agenda, civil service marriages for everyone, and all-gender restrooms installed during renovations.
The Social Services and Human Relations Board (SSHRB) expressed support for prioritizing gender-inclusive restrooms at libraries and at the Veterans’ Building, adding LGBTQ resources, especially for transgender residents, on the City’s website, and including inclusive demographic data on City surveys.
Staff identified additional opportunities for expanding support, such as celebrating International Transgender Day of Visibility each March, expanding resources for LGBTQ families on the City’s website, and including inclusive demographics on City surveys.
Staff seeks Council direction and priorities at this meeting and will incorporate feedback in the updated Action Plan. Staff are also awaiting input from the Library Board (September 10, 2025) and Recreation and Parks Commission (September 11, 2025).
U.S. Navy lease amendment
The City proposes a third amendment to its lease with the United States Navy for office space at City Hall West, Alameda Point. The amendment would reduce the Navy’s leased area by one room. It also confirms the Navy’s non-exclusive use of up to nine parking spaces at no cost. The lease, which began in 2014, was previously amended in 2016 and 2022, and was renewed through 2029. The Navy does not pay rent; instead, it pays its pro-rata share of costs. With this amendment, the Navy’s annual payment will decrease by $288.82 from $5,040.72 to $4,751.90.

The meeting will be held on Tuesday, September 16, at 7 pm at the City Council Chambers, located on the third floor of City Hall, 2263 Santa Clara Avenue.
Members of the public are welcome to participate in person or via Zoom. They may comment on the Non-Agenda, Consent Calendar, and Regular Agenda portions of the Meeting Agenda [6] (link downloads document).
The Non-Agenda portion of the meeting provides an opportunity to address the Council regarding any matter not on the agenda over which the Council has jurisdiction. The Consent Calendar is intended for routine items and is approved by a single motion. The Regular Agenda is the central portion of the meeting, where each issue receives a presentation and time for Council discussion and public comment.
