California District 18 Assemblymember Mia Bonta has introduced 22 bills for the 2025 legislative session. In her latest newsletter, Bonta stated that the bills span a broad range of issues that reflect the values of her district, advance key health priorities, and uplifts underserved Californians across the state.
[1]“I’m proud to bring the priorities of the East Bay with me to the State Capitol and introduce a bold 22-bill legislative package,” Bonta stated. “This legislation will help families struggling with rising bill costs, ensure California remains a reproductive health leader, disrupt cycles of incarceration, and uplift the values of Oakland, Alameda, and Emeryville.”
She added that “all eyes will be on California to see how we continue to support bold, compassionate, and evidence-based policies in the face of federal chaos” and noted that she looks forward to working with her colleagues “to craft the best possible legislation and serve each and every Californian.”

Protecting reproductive care:
- AB 40 [2] – clarifies access to abortion as an emergency service.
- AB 50 [3] – ensures equitable access to over-the-counter birth control for Medi-Cal recipients.
- AB 55 [4] – streamlines burdensome licensure requirements for birth centers.
Ensuring affordability:
- AB 298 [5] – eliminates out-of-pocket health care costs for youth under 21.
- AB 1271 [6] – protects Californians from overpaying for internet service.
- AB 801 [7] – seeks to uncover discriminatory mortgage lending practices.
Enacting hometown priorities:
- AB 1153 [8] – supports local jurisdictions in the removal and disposal of RVs.
- AB 1162 [9] – introduces a bond requirement for CEQA lawsuits challenging community-serving projects.
- AB 1296 [10] – increases flexibility for school districts pursuing housing projects.
Responding to federal threats:
- AB 1318 [11] – will protect non-profits from politically motivated targeting.
- AB 1261 [12] – will require counsel for unaccompanied minors in immigration proceedings.
Promoting healthcare services:
- AB 350 [13] – expands access to fluoride varnish services for children.
- AB 489 [14] – prevents AI from misrepresenting itself as a licensed professional.
- AB 224 [15] – establishes a new benchmark plan for the state’s Essential Health Benefits, expanding coverage for hearing aids, wigs, and durable medical equipment (wheelchairs, etc.).
- AB 225 [16] – authorizes state hospital funds to be used for the welfare of the patients of the institution.
- AB 315 [17] – expands home & community-based alternative waivers.
- AB 789 [18] – supports health care affordability.
- AB 910 [19] – increases pharmacy benefit manager transparency.
- AB 1415 [20] – promotes oversight of private equity spending in health systems.
Combating cycles of incarceration:
- AB 938 [21] – provides relief to survivors of human trafficking.
- AB 1230 [22] – reforms expulsion plans to support youth success.
- AB 1376 [23] – protects youth from endless probation sentences.
Last year, Assemblymember Bonta led some of the most-watched bills in the legislature and had 13 bills signed into law by Governor Newsom.
